This tutorial applies for NEOCITIES, some things may not apply the same as the other host.
Go to the official Neocities site, in your browser of choice. (opera GX unmatched)
Unlike Nekoweb, it already pushes a Signup page on the main domain (if not logged in), so just enter credentials.
When you finish signup, click your user/site name in the top right and find the "Edit" button in the dropdown menu. This takes you to your Dashboard.
Right now, I recommend the [TEMPLATE] page for hosting, which is available on Netvista's Starter Page (netvistacentral/netvistastarter).
However, if you do NOT wish to use the preloaded template.htm available, there's a few things you should do to be fully supported with Netvista. In the following link is the minimal you need to have.
